The DxF Stakeholder Advisory Committee serves as a forum for stakeholder and public engagement to inform recommendations to the DxF and support preparation of a report to the Legislature on its continued implementation. Beginning in April 2026, the Stakeholder Advisory Committee will meet on an ongoing basis to advise on the administration of the DxF program, with meetings open to the public.
Pursuant to Division 109.7 of the Health and Safety Code (HSC), §130290 et seq., revised by Senate Bill 660 (Chapter 325, Statutes of 2025), HCAI is required to convene a group comprised of healthcare stakeholders and experts to provide information and advice to the department on health and social services information technology issues and to make recommendations for updates to the data sharing agreement and its policies and procedures. The committee does not have decision-making authority related to the administration of the program but will serve as a forum for stakeholder and public engagement on policy decisions, while fostering accountability and transparency.

Meetings
Advisory Committee meetings are open to the public. Meeting agendas will be posted publicly at least 10 days prior to each meeting. It is expected that meetings will be conducted at HCAI’s Sacramento headquarters location (2020 W El Camino Ave, Sacramento, CA 95833). Members of the public may also participate virtually via teleconference.
